Well are you shy? And how old are you first of all?
Well the best way to make friends is just like any other way you would at school.
If your not shy then you would go up to some people and ask "Hey what's your name?" Never ask "Do you want to hang out?"(or something like that) because like relationships with your GF/BF friendship needs to grow slowly as well. Asking someone "Do you want to hang out?" would be the same thing as asking "Will you marry me?" So lie low and just try to gather some attention(but not too much)
Or join someprogrammings like Church, Camps, and so on.

Yes, ask your neighbors to an informal, short get together with neighbors. You're going to have to make the first move. Bring your family to church functions, or to the bowling alley. Either way, introduce yourself and your family. Meet the families of the children that the kids play with, cause kids make new friends quickly. Think of ways to interact with the community and speak up. Good Luck.

Finding a church that you are comfortable attending is always a good start. If you have children, you might check out the Boys and Girls club in your area.

Get involved in the community. If you go to church (or other worship), find one near you and go. Register the kids for soccer and volunteer to be the team mom (or dad). Join the PTA or other school association.
