One's culture defines what is considered to be "normal" or "abnormal" behavior. There exists spoken and unspoken social norms for any given society. Abnormality is considered when a person breaches the social norms. Not all "abnormal" behavior results in a person being "locked up"

In order to involuntarily com mitt someone you must first file a mental hygiene petition and have them picked up by the police and taken to a state hospital for evaluation. A clinical psychologist then evaluates the person to decide if they are a threat to themselves or someone else and needs to be held to be treated. Even if you are mentally ill (depression , bipolar , schizophrenic ,etc.) you can not and will not be held if they do not think you are in danger or are a danger. It is not a crime to be mentally ill. Who should make that decision? Certainly not the mentally ill person , unless their illness is under control they do not realize there is a problem. Truly insane people do not question their own sanity.

If you are referring to involuntary commitment, this is decided in a court of law by a judge after hearing from experts in the mental health field. Usually it is for a limited time period during which there will be periodic reviews and reports back to the court.

That's because people who are mentally ill usually don't realize that they are, or the extent to which they are. Someone is not committed without good reason; either they have been proven a danger to themselves, or to society.

well there are period wal a person is there were they are watched so if they dont belong there they would be relieced and there are reasons for every thing its not a snap decision to "lock you up" its a collection of occuences that would lead one to presum the other needs help so he/she doesnt hurt one's self or others
