To my knowledge it goes to voting and based on the results the person with the highest public vote, gets best answer and receives the 10 points. I much prefer the asker to award though as they are the ones to best decide if your answer was beneficial! So choose yourself, it's much more rewarding for those that have taken the time to answer and doesn't hang in voting limbo for days!

If you don't choose Best Answer it goes into voting. The answer receiving the most votes get's the ten points. What I can't understand is why wouldn't a person want to select a best answer for their own question? They get 3 points when they do.
