They're being sarcastic. I you say, "that was so funny I forgot to laugh" it's because you did NOT think it was funny.

For certain people that actually isn't sarcasm but, they actually have trouble laughing. I forget what it's called but, nun the less the brain tells the body to laught but, the electric current in the nerves makes them take a while to laugh. Not to be a smart *** or anything just letting you know.

Sarcasm means the saying is not meant to be taken literally.
The meaning is is the OPPOSITE of the spoken words.
The speaker is indicating that they DID NOT find the situation funny at all. (So there is no laughter - automatic or not).

You are right. It is sarcasm. Whatever was said was totally unfunny in the view of the person making the statement. Anyone who missed the sarcasm was also a target.
