What basis for this belief?

The total energy in the Milky Way (or in the universe for that matter) is constant. However, some of this energy is in the form of matter (from E=mc2). This would mean that the amount of pure energy varies, and the amount of matter likewise fluctuates.

We can actually express the total energy in several ways, but it would very impractical to do so (and very messy). To simplify things, we can (and do) assign a value to the total amount, which is 1 (100%).

Its a proven theory not a belief. it is based upon law of conservation of energy
