I think its either bot_add t/ct or it was add_bot ct/t .
let me just tell you something... bots are gay. Not only will they be stupid and not be what your looking for in your server. they will increse your server lag by double depending on the quality of a server that you have. secondly. If you want bots in your server becasue you think its a good way to get people in your server. think again. most people hate bots. and will end up not coming back. ask any true cs player. if you want people in your server... do it the old way. play in it .. and advertize ... get a free phpbb forum. you dont even need a website... just get a community forum going. peace out.
I HAVED SAME PROBLEMS ! SO MY advise is - DO NOT INSTALL Those BOTS AT ALL !!!! Zbots are better!!!

First start a new game then press "~", type bot_add then press enter n 2 kill all the bots type bot_kill.......n u r done....

if playing of line u cant add bots as they were not intorduced until condition zero

Press H & go to add botz, choose Terror or Ct-terror, &
that's it...
