after high school im thinkin about takin a year off then head to college but im also thinkin that i should go to the philippines and gain some experience there before i head back to the states

Why Philippines?... cuz he's a Filipino, duh?!
Don't waste your time, go study wherever you wanna study. College is too easy that you need not to take some time off. You can visit the Philippines during semestral breaks or at the end of every school year. A year off is too much.
And the cliche "You can get laid there for a bar of soap " is so passe! It was only used during WW II, duh?! Were you born just yesterday, Justanotherengine?

sure. Studying abroad is always great for a young person. It will change your life. I did it too. I spent 18 months in Ireland when I was 17 (I am Czech).
The time was absolutely superb and even now, 15 years later, I still benefit from this experience.
