Officially, I read somewhere, that it's either Sweden or Finland. Certainly they have the absolute highest standard of living on the planet.
I've been to Japan, and can understand why many people would think it's them. The Japanese people are amazingly fastidious...almost unbelievably so...but their country is SO incredibly overcrowded that they HAVE to be fanatical about cleanliness, or else the place wouldn't be habitable. Being in Japan is like being in a giant petri dish, and shoulder-to-shoulder with millions of people all of the time. Don't get me wrong, I love Japan and am eager to return, but it is WAY overcrowded.
So, the cleanest country is one of the Scandinavian ones, and again, I'm pretty sure it Sweden.

I've been to all the 4 countries but I think the Scandinavian, Nordic countries would be as clean too. Singapore's cleanliness is the result of efficient enforcement of the laws with stiff punishments and heavy fines. I prefer the Japanese, Koreans and Swiss peoples' high regard and respect for the environment in which they live - theirs is a culture worthy of praise.

I'd vote for Switzerland.
Though I've never been to any of these countries, I would also think they might be very clean and immaculate: Sweden; Finland; Norway; Denmark; Iceland; Greenland. -RKO-

Well Ive seen some streets in Germany scrubbed sparkling clean regularly, but thats obviosly not true of all cities there.

I agree with Japan. A friend lived there for a few years, and she told me no one litters, and everything is kept in immaculate condition. I think their industry standards are probably high as well.
