To avoid them nasty pigeons flying around. Didn't you hear what they do to jet wings and engines. It no way cool to have pigeon poo on your costume. How you gonna carry the sexy damsel out of distress if your costume is stinky and has bird flu on it?

For balance, I suppose, the arms stretched out in front balance the legs stretched out behind. Also the "diver" position of the hands I suppose is meant to cut down on wind resistance; maybe they can "pierce" the clouds that way. And of course it looks a lot cooler than just lying there on the wind like an ironing board.
Given the seagull factor, the arms-out position means they can avoid smashing into birds in mid-flight, too.

For balance, of course. Obviously, you didn't see "The Iron Giant". When the Giant discovers he can fly, he has trouble keeping his balance at first, until Hogarth tells him, "Put your arms out in front of you for balance, like Superman!" Not only does the Giant put his arms out, he thrusts out his jaw in a perfect parody of the typical super-hero profile.

"You are who you choose to be!"
"Soo-perr-mann...."
