You can request the person who is suppose to receive the money in US to create a PayPal account and then generate a request receive money from you. He will enter your email address in the PayPal request and then you will receive the email to pay money. Click on the link and enter your credit card number, money will be debited from the credit card and the requester will get the money.

you can't just send money just like that to anybody, unless they have registered with credit card and have the facilities. Credit card are used to buy things or pay your bills

I think you should be able to do that online.
Some banks do. Bank America does.

There usually is a fee.

Not by credit card, debit only.
