This is truly an objective question. If an actor/actress is truly good, they should be able to 'fake' an accent. Most would probably study with someone to pick up the correct sound and peculiarities of the language.

depends in what kind of acent they want to fake well i have seen a lot of good actors try to do so but only a couple people i have seen actually accomplish this and they are really are really not faking it though they are from the area where the show or movie is being filmed so i guess you could say some of the actors in hollywood right now can but not all of them

They sure try to, but most of the time it is so obvious. It does amaze me the British actors who can pass so easily for American, such as Hugh Laurie. I recognized him from Black Adder and was completely astounded at his ability to sound American. As an American, it is impossible for me to sound British or even Southern, however, when I speak German I am accused of sounding Danish, strange.... Any way, Americans aren't so good at accents.

Yes. Alot of actors/actress use a differant voice or accent in movies for variety

Yes, they do all the time. Remeber "Magnum PI"? Higgins was played by a guy who is from Texas. In real life he has a Texas accent, but on the show he had a nearly flawless Brit accent.

ever heard of Meryl Streep, Gwynth Paltrow, Renee Zellweger? That's just to name a few...crappy or not...they can fake it.

I think Robin Williams is the best impersonator i have ever seen, and the funniest too, so yes i do believe they can.
