I am assuming that you are ready to spend some money to make your own home page.
You can create your homepage using a tool called 'Website Tonight' (it includes Hosting charges also). To access it please go to 'Website Tonight' sub-menu from 'Build a Website' menu at this website SassyDomains.com . Also you need to buy a Domain Name to like to your Homepage.

If you are looking for a low cost solution then just buy a Domain Name at SassyDomains.com and you can have free access to 'Website Tonight' Homepage builder. Only difference from first option here is that some text banners will appear on top of you home page.

You must first find a provider(server) like:www.evonet.ro....You reserve space for a site then you use a program like Macromedia Dreamweaver or Front Page to make your own pages(if you are familiarized with languages like:html,xhtml,css... you can make your pages in text doc or notepad)....after you finish your pages on your own computer using a ftp soft like WS_Ftp or Macromedia Dreamweaver you place the pages on your provider(be careful,the homepage must have the name"index.html")

Try out iWeb on a Mac or check out Bravenet.com you could also try and learning HTML, CSS. The last option is tthe best!!!
