I read a short article about that recently (while in the Philippines).
What did you want to know?

Is it? Probably if more Filipino students will stop going to school, then this will happen. But I personally believe that Filipinos are proficient enough in English language to carry themselves in any conversation or even in writing. Are you a Filipino? Don't want to be rude but your spelling of Philippines is wrong in the first place.

Hola! Well, there might be a pun intended in the way you wrote your question; but anyway, your question is sensible enough.
There really is truth about the educational system in the country - that is how the government is prioritizing education as reflected in the national annual budget. Not even the president mentioned any plan for education in her latest SONA.

Because there was a time when a previous President changed the law and made Pilipino as a means of instruction in schools instead of english.... because he can't speak English.
