well...i can tell you this...
I had major problems on the practise hazard perception test that my driving school offered...i failed it 3 times right before i went for my actual hazard perception test :-(
So then i go immediately to take the real test.....which turns out to be very different to the practise one my driving school had given me.
And i aced the real test :-)
Just keep you eyes peeled...and click when you see something that could potentially turn into a hazard...ie someone coming out of their front door near the road..or a vehicle approaching a t-junction...or a cyclist weaving around pedestrians next to the road.

practice the highway code for a start.
then there are dvds you can buy on the hazzard perception test but to be quite honest it is quite easy, instead of moving the mouse and clicking on hazzards you just click when you see one, no need to even move the mouse. but if you try and cheat by clicking to many times it will fail you.
