Bikinis are waterproof, bras and panties aren't (most of the time). And bras usually have a lot more support. You couldn't substitute bras with bikinis all your life and not expect some sagging.

it's funny because i was thinking the same thing the other day...when girls wear bikinis it's like they have on under wear because it's a bra top and panty-like bottom just like underwear bra and underwear...just underwear is not good for getting wet because of the material

Underclothes aren't as covering as bikinis - usually. Bikinis are often at least 2 layers of thick cloth while underclothes are generally one layer (except like padded bras - ick!) of thin cloth and are sometimes even sheer (see-through).

The only difference is what they are intended to be used for, thus they become loaded with meaning. Underwear is for under your clothes, beachwear is for the beach.
