Sorry to dissappoint you but the weather is mainly cloudy on most areas.
Currently, Malaysia... specifically Kuala Lumpur is experiencing early morning and occasional evening rain showers which makes catching a tan very unlikely.

All year round, KL is warm at 28-32 Celcius and highly humid. For a nice tan, you need to travel a bit further out to the west or east coast line of Peninsular Malaysia where the beaches are. Have fun!

August will be a good month. It will be hot, but at least the heat won't be scorching hot. There will be occasional rain now and then at certain time of the day.

you can most probably get a Tan all year round in Malaysia.
but it also depends which part of Malaysia you are going to be,
there will be rain all year round but having a tan shouldnt be a problem as it seldom rains the whole day.
Anyways, Welcome to Malaysia!
