So from what cultural plato are you looking and saying that we are savages in comparision to who.
Maybe the savagery is only a survival instinct.
Like for instance, man kills a man and stabed him some 40 times, until someone separated him from his victim, or a criminal goes with a knife towards police officer a, policeman shoots him with six bullets and he still goes to him, until the final one hits the head.
Some psychologist explained this like in the first hunts man had to fight with diferent predators and you could not strike them dead with one hit or stab, so you stabbed and stabed until you were sure that the preator were dead.
Today we would call it cruel and savage way for killing someone, but in some emotional imbalance man reverts in mind some 10000 years and in survival fight stabs 40 times, or goes after the enemy despite 6 or more bullets in him.
Or new king comes on power and kills all his predaccessors childrens,savagery , yes, but when a lion becomes a new prime in the pack he kills all small lion puppys from his predaccessor.
and so on and on.
We put a small veil of "civilization" on us, and it is so thin that almost all stress situations ripp it apart, and on the surface comes the "real" us , homo sapiens from its beginings, hunter, killer ,predator.
Is it savagery or survival, who knows.
It is what we are , and it is wrong to deny that part of ourself.

That's quite a generalisation. As long as mankind has free will and the ability to make choices, some will choose to be criminals and savages - and some will choose to live civilised, genteel lives

Man kind will always have savage roots. We may act civilized but would be able to regress to a savage state.
I think man needs to have that inate ability just in case things go south and we need to survive. (ie: Earth Quakes, Foods, war etc.)
