Do you mean applied algorithms? 99% of applied algorithms are evaluated by their relative value to the software. As a result, most algorithms are just analyzed by their implementors in terms of "is it fast enough?" or "does it work?"
Most unique algorithms don't appear in the research world, and are never published, because they're designed during a software implementation.
I can't tell you how many times I've seen a colleague design an algorithm I've never seen to solve a problem.
Often times, algorithms are just evaluated in terms of their relative value to the application.
At my company, a custom applications developer, we like clean code, and often ask how an algorithm may be better implemented, especially for application performance. So, for us non-academics, the question often is how to implement an algorithm best.
