Skin cancer is now more common than all human cancers combined. Over a million people are expected to be diagnosed this year with either basal or squamous cell skin cancer. Actinic keratoses, a precancerous condition, is also very common in older people. Melanoma, although less common than the other two major skin cancers, is the most dangerous. The nonmelanoma skin cancers, however, are associated with an increased risk of dying from other cancers, including melanoma, lung cancer, non-Hodgkin's lymphoma, bladder cancer, and leukemia, and cancers of the testes and prostate in men and breast in women.
In one study of people over 50 years, 65% had significant skin problems, including keratoses and skin cancers. By far the most significant risk factor for all skin cancer is exposure to UV radiation, although other factors include a family history of the disease, a suppressed immune system, and chronic exposure to certain toxic compounds such as creosote, radium, and arsenic. While skin cancers affect all ethnic groups, they are most prevalent among those with lightly pigmented skin and are especially rare among dark–skinned blacks. Redheaded people have the highest risk followed by blondes. Skin cancers also tend to proliferate among older persons.

Here you go:
Skin cancer is the most prevalent of all types of cancers. It is estimated that more than one million Americans develop skin cancer every year.
Fair-skinned people who sunburn easily are at a particularly high risk for developing skin cancer. Other less important factors include repeated medical and industrial x-ray exposure, scarring from diseases or burns, occupational exposure

that's because people with fair skin have less melanin which protects the skin from skin cancers while dark skinned people have lots of melanin in their skin that helps protect the ultraviolet rays(or something which can trigger skin cancer on our skin) of the sun.

there is a factor in skin called melanin...
darker skinned people have more melanin than lighter skinned people... the melanin offers some protection from skin cancer.
however that does not mean dark skinned people do not get skin cancer... it just means they are a little less likely to get it.

Fair skinned people have less melanin in their skin. I think the melanin protects darker skinned people, but they are not exempt from skin cancer, either.
