I would agree with you.Alex Ferguson guided it to eight league championships in eleven years, most recently in the 2002-3 season. In 1999, Manchester United became the only team to win the UEFA Champions League, FA Premier League and the FA Cup in the same season. In the history of the Premier League which started in 1992, there have been only four winners with Manchester United winning it 8 times, Arsenal 3 times, Chelsea twice and Blackburn Rovers once.
There may be problems ahead as Malcolm Glazer borrowed a lot of money to buy them and may skimp on personnel needed to compete with the money bags at Chelsea.

At this point they have won the Premiership the most times. So over the course of the Premiership then probably.
But if your talking about a side from a particular year The United Team that won the Treble in 1999 is considred one of the best.
However the Arsenal side of 03/04 went undefeated for a whole season and many beleive this to be the greatest Team in the History of the Premiership.
However the highest points total belongs to Chelsea from 04/05, so some could regard this team as the best ever.

Liverpool is old news, Man United won theTreble onbly because the German team was stupid and played to protect an early 1-0 lead. Chelsea needs more titles to constitute a true dynasty. The Arsenal undefeated season was probably the most impressive.

Liverpool have won more league titles (18), more league cups(7), more european cups(5), more Uefa cups(3).
The only thing that Man U beat Liverpool at is FA cups. Sorry.
They are not even second, I don't think. Aresenal are. Sorry again.
