Probably because they have already been given out Weeks before.
You could apply by Phone for one from your Local Water Board if you pay Water Rates. Didn't you receive a Leaflet with your Water Rates Bill?
If you did Fill it in and send off for 1 or even 2
As they are keen to Save water, there shouldn't be a Problem, although they do All seem to waste an awful lot, Don't THEY??
Phone them and ask,they can only say Yes or No, Cant they??
You could also remind them of their Wastage with Leaks in Roads etc.

I don't know about the water board, but you can get a subsidised one ( about £15 ) from your Council,

because they want you to pay the extra
try your local council they should point you in the direction of a cheap subsidised one we can get them from the local wildlife trust

because if they gave you one they would have to put up there bills by £40 a year to cover it.
