The list price for a brand new 2007 Honda Rebel is $3099 (according to the Honda web site below). That does not include tax tags, freight, or dealer prep.
A good recent used model will go for around 300 as a fair price. They do hold their value fairly well if maintained. I have been offered $1500 for mine several times and it is a 1986 model and shows its age.
I think the Rebel is one of the best beginner bikes on the market, and the value retention shows this. There is always a demand for good used Rebels to start on, and then sell after a year or so as they move up to bigger bikes. Mine is not for sale because it is being passed down to the next daughter in line (my oldest daughter started on it).
We average about 70 MPG on the bike, and it will top out at about 75 to 80 carrying me (5'10, 235 lbs). It will carry two people, and when it has two of my kids on it, the lower weight shows its performance better. For the newer bikes, there are lots of accessories such as back rests and windshields to enhance the bike.
My complaints on it are very limited. Older ones were very cold-blooded (took a long time to warm up) and had a dead spot in the carburetor right off idle. Not a problem when you get used to it and I think it was solved in newer models. The other complaint is that they have a lot of vibration you can feel in the handlebars when you try to ride a long distance at high speed. I have ridden it for about 45 or 50 miles on the freeway, which is when you notice the vibration. No other problems than those though.

You did not say what year Rebel you were looking at. With a $3,000 price, it must be a low, under 5000 mile 03 or 04, model. A new 05 or 06 is $3600-4100. An older Rebel, 02, 01 or 99 will bring 2200-2500. The Rebel is a bullet proof ,low maintenace machine. It started life in 1978 as a CM 185, later a CM200, than as a Rebel 250. Honda also made a sweet little Rebel 450. Gas mileage, depends on the loads carried, but should run about 60 m.p.g. This bike is not made for freeway use, but will run as long as you want at 70 m.p.h. with a 150 lb rider. Change the oil every 3,000 miles, watch your chain, lube and adjust about every 500-600 miles and you have a fun, economical little bike. Search your local m/c columns in the classifieds, and call your local Honda dealers to find a clean one.

Here's something for you. I paid 1800 for a 2003 with 3007 miles on it, great shape, almost new tires, with windscreen, saddlebags, and cover.
