Rampant corruption make the countries internally weak, while constant military conflicts ruin regional stability.
They might have resources and people, but they don't have the money and cohesive leadership necessary to bring about the steps necessary for enhancing the standard of living.

Basically because their government systems are very poorly organized. They were often what was left over when the foreign powers left and the countries broke down into civil wars. They are not able to control local warlords, to set or enforce laws or do any of the things a government must do to have peace, order or stability. It would take a very major effort to create any stable form of government there that would make business, trade and prosperity possible. The rule of law is broken in much of Africa

I want to answer this question but Im not sure how. plese re-pose with a little expanation.
What happens every day to the african people is a shame and not a day goes by that I dont think about what a dire emergency it is. I dont know what any of us can do. We are so priveleged here and yet powerless to direct the necessary aid to resolve this crisis.

Africa's poor and horribly corrupt because of European slavery and colonization. We pretty much destroyed thousands of healthy cultures and societies, enslaved and dehumanized generations of the people, taking advantage of them and their resources, which, if they had more control over could use to make their continent more economically viable to themselves, we spread their people against their will to other parts of the world - disbanding them and now assimilating them. We have the resources now to rejuvenate that entire continent, make starvation a history for many decades, give them immunizations and sincerely educate them about AIDS, give them the minimal resources to build their nations, catch up to the rest of the world if thats how you wanna say it.
And yea - in Africa, and comparatively everywhere, money alleviates your suffering.

millions of dollars goes to different small countries in Africa....the problem is that the money is handed to the wrong people: Africa has always been one of the poorest continents in the world,..they barely have enough to "survive"....so when money is given to many people in charge of these countries (presidents, governors and others)..after not having anything in their hands and getting this outrages kind of money they just don't know how to handle it...therefore they will just give a ridiculously amount of money to the people that really need it.
