Hint: the positioning of the flag has to do with the voting of the House. One way - the house votes for X jurisdiction; the other way, it is voting on issues concerning Z jurisdiction. I want to know which way for which jurisdiction.

I did not ask where the field of stars was located. I asked why do the strips run vertical when the House is voting on some issues, then horizontally, when they are voting on other issues. What constitutes the change to which direction and why? Are only foreigners reading these questions?

You can hang it either way. While hanging it vertically the Stars should be near the top of the pole and near the pole. While hanging horizontally the Stars should be on top and near the flagpole If just hung freely the stars are on top in either case.

Have to add to this..(you made me think...LOL!!!). If the flag is against a wall and hung horizontally the stars should be to the left and top and if hung vertically, the stars are to the right and on top.

When the American is not on a flagpole, it is supposed to be hung vertically, with the stars in the left-hand corner.
