Absolutely. Man's goal to create artificial life, coupled with the increasing power of computers, will ultimately lead to intelligent machines. But, since the cost is so high for research, etc, it will still be a long way off. As a capitalist society, it has to earn money in order to be viable, and right now there just isnt alot of money in a computer that can act human. Once robotics works out all the intricies of human motion, then it may be a bit more useful to have things like robotic soldiers which can think, household androids, etc. Follow the money, thats where it goes.

It turns out that the human mind (brain) is much, much more complicated than we thought 25 years ago. There are too many variables, parallel paths, etc. to mimic them with a computer. RAM would have to be astronomical. It is just way too complex.
p.s. one of the speculative fiction writers long ago posed that establishing a true artificial intelligence, that would think on a human level and be stable would be impossible. Because once a machine became self-aware, and as intelligent as a human being it would realize that it could never be human and suffer the electronic equivalent of a psychotic break, or "mental" collapse.
