Well, it depends.
If the skateboarder has his tattooed self in the air, does a 360, and manages to have a neat landing, then he's a punk.
If the tattooed skateboarder, swings himself in the air, does a 360, and crashes face on, down the pavement- then he's definitely an athlete...lol...

I don't really consider him/her either, but I can tell you I find it really annoying to see a skater walking with a skateboard under his/her arm. Why don't they just use it.
I think those people are poseurs and can't really skateboard.
