My kids father has my kids in Hawaii with him. I let them go for a summer vacation and now he's saying that he is not going to send them back and my oldest child is suppose to start school in August. His name is not on the birth certificate or nothing.

Call the police. I think they would know how to file a POLICE report.

Do you have a court ordered custody agreement? If you do and he is in violation then the police will enforce it, if you don't things get a little more complicated. If you were married when he was born then it doesn't really matter he's the legal father, if you weren't and he isn't on the birth certificate that could definitely work in your favor. I would call the police, the non-emergency number and request that they take a report. You can call the bar assocation in your town and they will set you up with a lawyer that handles this stuff and the initial consultation is very cheap, at least you could be advised of your rights and he could tell you exactly what you can and can't do.
