The hand sign with the two middle fingers down (facing the audience) and the two end fingers high in the air, during the course of a wave to the crowds around him, means what? Who uses this signal? Who are they waving to in the crowds? Is this some sort of secret wave?

No. It's a devil signal.

Oh, Bush claimes it's something to do with the Texas football team, but maybe they're devils. Ya never know.

The pointer finger and pinky finger raised are the sign for the University of Texas Longhorns.
