My wife has the same issue. You can actually undergo procedures for hair removal to minimize the issue. I think its around $1000 for your legs. See a dermatologist for alternatives as well.

Used a depilatory cream like Nair or Veet! You should take a soapy loofah and scrub up your legs, against the hair before you shave not only does this exfoliate your legs but it also helps to raise the hairs for a smoother shave.

Well you're eliminating most of your options. Try a depilitory cream (like Nair, Veet) see if you like that and if it works for you. A more permanent solution is Laser hair removal. Expensive, but after 6 or 7 treatments, you only have to go back for touch ups.

Have you tried a cream hair removal treatment like Nair? Try a patch test before using it on your legs, but if you wash it all off carefully and put a conditioning lotion on your legs after, there should be no problem.

Tan...tan leg have thicker skin and less ingrown hairs and less razor burn. Also use a high quality three blade razor.

if you are on a limited budget try Nair the sensitive skin version.
