So many places and it really depends on your interests and budget. Also depends upon your travel style. Do you want to hit a bunch of highlights or would you rather get to know a few spots really well?
I suggest you consider what Europe means to you then go to the places that deliver that. For example, I asked this to my wife and she replied, "castles, countryside and art." I answered, "wine, alps and chocolate."
Paris offered art and wine.
Switzerland offered alps and chocolate
Germany and Austria offered countryside & castles
Tickets are always cheaper in the winter but there will be snow. Shop around for the best rates. Investigate Eurail tickets if you plan to travel by train. There are many options these days.

I recommend staying away from the typical American picks of UK, Germany, France, Italy or Spain and do something that would be truly unique. Consider staying East of Prague. First of all, places in Central/Eastern Europe are less commercialized and touristy and therefore tend to be cheaper. Second of all, you will have taken a trip that people will actually want to hear about.
I currently live in Sarajevo, Bosnia i Hercegovina and of course I would tell you that you should definitely put Sarajevo on your list, but there is just so much to see in CE Europe it would be hard to list it all, but here are some cities to check out:

Budapest (History/Culture)
Ljubljana or Bled (Beautiful Scenery)
Zagreb (City Life / Night Life)
Dubrovnik or Hvar (Beaches/Night Life)
Warsaw (History/Culture)
Sarajevo (FOOD/History/Night Life)

Sofia (Night Life)
Athens (Food/Culture...everything)
Istanbul (Food/Culture/Shopping...everything)
Kiev (Architecture/Night Life)
Odesa (Beach/Night Life)

As far as timing, you said summer...anytime when school is out, air prices will be sky high and hotels will be booked solid no matter where you go. If you could go in May or September it would be better. August is a definite NO - that is when most of Europe is on peak vacation. You want to buy your tickets no later than 1 month before you travel, but not so early as to miss out on the pre-season deals.

Well, staying in Europe is a very expensive thing, especially if you want to go to France, England... You've already been told that. The ideal time for visiting Europe is either the middle of Septemberor the middle of April, because of the temperatures and the scenery. It would be much better for you to think about visiting and staying in central, south and south-eastern Europe. Central Europe is not cheap, but on the other hand it is much cheaper than the western Europe. Also, south-eatern Europe is probably the cheapest part of Europe.
If you decide to listen to me, in my opinion these would be the countries you should visit:
1. You should start your trip from here, from the beautifull city of Prague. Across the whole Europ, Prague is called "the golden city". And it isn't called like that for nothing. It' amazing. There are many places to visit and to go out. Prague is full of monuments, old cathedrals, clock towers, museums etc. It's great. And the night life in Prague is also very good.
Besides Prague, you should visit many other places in Czech republic, like Karlovy vary and the medieval castle of Karlstein.
2. Your next station should be in Austria. It's capital Vienna is unimaginable. The whole Austria is great, but it is a little bit expensive. You won't have much free time, because you will always be admiring the beautifull places of interests and the scenery of Vienna. I won't tell you anything more, 'cause you have to visit this city. Beside Vienna, you should visit Salzburg also, and maybe Linz.
3. From Austria, you should be travelling to Slovenia. Previous countries are much more different than the upcoming ones, so you will be very amazed by the differences between Europeans and their cultures. Slovenia is beautifull, and people are also fanthastic. They are always willing to help, and they are very pozitive. The capital of Slovenia is Ljubljana, but the wole Slovenia is full of beautifull scenery besides Ljubljana.
4. From Slovenia to Hungary, your next destination is Budapest. It is a large city and there are many places of interest over there. Houses of Parliament, Saint Andrey, there are really many places to sightsee. It is beautifull. In Hungary, you should definitely visit the Balaton lake, and I suggest small city of Szeged. You'll be amazed by it's peace. It's really great. Hungarians will surprice you, because they are much more different than the Slovenians or the Czech.
5. From Szeged, you should treavel to Subotica, Serbia. That is very close to the border of Serbia and Hungary. It is a small town, and it's atmosphere is uniqe.The city of Subotica is very interesting, because of the people living there. There are many nations (exept Serbs) and it is very interesting to see all those cultures all mixed up. After Subotica, you should go to the unique salash. Salash is a unique type of village, that exists only in Vojvodina in Serbia. There you will be the guest of the old, pleasant natives, who will do anything to fulfill your needs. It is like a time trip, because there is no electricity. Everything is natural. Food is uniqe, atmosphere, chariots, scenery and even the music. Unforgetable exeprience. After salash, you should go, first to Novi Sad, where the famous festival Exit is held, and relax in there. After Novi Sad you should head to Belgarde, capital of Serbia. There are many things to do and see in Belgrade: many fortresses, parks, monasteries and churches, Ada Ciganlija lake, many forrests in the centre of the city and many other things. After that, you should take a boat, and float along the Sava river, and enjoy the beauties of Serbiaadn the Balkans itself while relaxing on the beautifull river. Beautifull, untouched scenery.
6. You should be floating like that untill you come to Zagreb, the capital of Croatia. There are many things to see... After Zagreb you should go to Dubrovnik. And that is where your adventure ends. Dubrovnik is a nice town on the sea, and there you'll be able to relax and charge your batteries completely.
I hope you like my "trip". I've been in all these countries and they are much more beautifull when visited together. Try this and you'll be thrilled. Hope you'll enjoy this, if not this, then some other year...
