Maybe a road trip wit your real close friends, a big party go out to the club. But I would say the road trip you get to pary and see places you don't or haven't gotten to see at the same time you know thats what I did and I had the best birthday I've had in a long time

first update your drivers lic. big thing there, cus most clubs/bars don't take a under 21 ID and bring 2 ID's some ask for that too.
also eat before you drink. like a steak or meat. and drink gatorade after your done drinking. it will help you from not getting dehydrated
just drink, and have fun. and party with people you know and will keep a eye on you so nothing bad happens to you.

Find out who is the birthday person's favorite band or musician, and start out with tickets to a concert there. The rest of the night will take care of itself, 'cause it will be the best birthday, and you don't need alcohol to celebrate!(Especially if you can arrange for the birthday person to meet their favorite band!)
