he's insecure about his appearance. the hat gives him a higher level of confidence that allows him to comfortably go out in public because a part of his face / hair is hidden.

He might think it's cool. Maybe he doesn't like his head shape or his hair. It's cheaper to wear a hat than to get a popular hair cut/color.
