Sounds like pump problems, either you have a wiring problem going to the pump, causing high resistance in the circuit, or the fuel sender float is stuck in the full position. The gauge circuit registers the amount of fuel by using resistance signal sent by the sending unit, which is basically a variable resistor. If you have a wire in that circuit that is corroded or broken, this will increase the resistance causing the gauge to read full. Everytime you turn the key to start the pump runs for a second or two to prime the fuel system, if you have to turn the key repeatedly, the pump is not producing enough pressure. I would suggest replacing the pump, and checking the wiring to it.

It is most likely the fuel pump, If you have the computer that tells you how many miles to empty it is going to be pretty pricey. The pump is pretty technical as it has a bunch of electronic parts on it. You will pay at least 200 for just the pump. It pretty typical for this to happen to the 1995-1998 jimmy and s-10's. Every time you turn the key on the pump is automatically supposed to pump gas to the engine, where you are having to turn the key on 4-5 times it sounds like the pump is not pumping enough gas or that the gas line is restricted. How does it run once it starts?

Check to see (1) if there is a fuel pump in the gas tank and (2) you might be having float problems. If the float malfunctions you wont get an accurate reading. It could be the line or something simple as a fuse. Do you smell gas at any time?

It wouldn't hurt to have them both checked. But it does sound like a problem with the fuel system. Maybe check your starter too.
