Oh, and the police girl wrote down her plate number at the station and then started sollowing her Why?

To answer your questions...
You're right - after the crash, Rose didn't have handcuffs. Cybil cuffed her not long after she first started searching for Sharon. If I remember correctly, it was after the scene with the Gray Children, when it turned back to "foggy Silent Hill". If you downloaded it, that would explain a lot, since I've heard that in some cases there's a big chunk of the film missing.
And yes, Rose's outfit did change color throughout the movie. I forget the exact reason why, but it was explained in the "Making of..." special they did right before the movie came out (which you can find on YouTube).
As for why Cybil (the police officer) wrote down Rose's license plate and started following them, Sharon's seemingly distressed conversation with her mother (when they were at the gas station and Rose asks Sharon about that crazy drawing of hers and Sharon gets upset) made her suspicious. Later on in the movie, we learn in a conversation between Christopher (Rose's husband) and Officer Gucci (the policeman helping Christopher look for Rose) that Cybil once rescued a small boy from some crazed man who tried to drop him down a mine shaft. In other words, her previous experience with someone who meant to harm a child led to her be suspicious when she saw and heard Sharon get upset; she wanted to make sure another child wasn't in danger.

I'm a huge fan of the games, and when I was playing them I thought "man this would be a cool movie". I thought certain aspects of the movie were pretty cool, but overall it really missed the mark.
