If there is scar tissue surrounding the bone, then it will be there for life. I sprained my ankle 7 years ago playing soccer in high school and my right ankle still looks slightly swollen.

I had back surgery and the incision site still swells after years. Some injuries will do that.
Contact your physician and see if this is normal for this kind of injury and put some ice on it in the meantime.

When I broke my ankle it was swollen 3 months. I had the cast on for only 1 month.

It can swell up because it was broken and is still in the process of healing. Elevate your foot and ice it down and try not to overuse it, it's still healing.
