I'll ask you a question. Why are 13-year-old boys so obsessed with their penis? Yesterday, a boy your age said his penis was 13 inches long, and he worried that it would be 20 inches long by the time he was 20. I had to think he was either joking or was thinking wishfully. Someone suggested he may have been using the centimeter side of the ruler.
I don't know what's normal, but usually an erect penis in a grown man is about six or seven inches. Nine is stretching it a bit (no pun intended). Ask your dad or your doctor if this is a legitimate concern, whether your "attributes" are normal. As in the other case, I think you might be bragging just a little to get the girls' attention. Or you might be an adult posing as a teenager, as the average 13-year-old doesn't use the word, "flaccid".

There is no way your penis is 9 inches erect at the age of 13. I'm 22 and 5 1/2 erect... Dude it's impossible for you to be 9 inches.. go see a shrink..

It isn't "normal" but there's nothing wrong with it. If you really are that big at 13 just keep in mind that people in High School will be envious and might be really hurtful as a result. There's no way I can tell you not to let it get to you because it will.
But that thing will make you a celebrity in college. Get an education!

I think you're lying. Thirteen year olds aren't familiar with the word "flaccid." And they certainly don't have 9 inch *****.

Ever notice on a vehicle, the outside mirror mounted on the front passenger door? There are some words on the bottom part of the mirror that shows Objects are closer than they appear. I think you have one of them mirrors that shows on it the words Objects in this mirror appear larger than they are...
