Yes. I read an article a while back and the said mascara should be use only for 3-6 months, eyeshadow for a year, foundation for 10 months and lipstick for a year. You should also wash your applicator once a week or once every two weeks depending on how much you use it because the bacteria on your skin will go into the serface of the make up. When you use it again, you can get infected specially with mascara.

I do not know if all cosmetics expire, but mascara does. It doesn't say that it expires, but if you have clear mascara, and use it for about two to three months, it will start to get cloudy, and you can tell that you'll need to get a new one.

Definately. How long depends on the type of makeup... For example, mascara only last up to 6 months. Other than eye makeup, most makeup expires after one year.

They certainly can. You should be changing your mascara at least every 6 months. Apparently you can get eye infections from mascara that is passed it's ue by date.
All cosmetics have a life span, some types longer than others.

yes. In cosmetology school, they taught us that mascar should be good for 3 months, ligloss/lipstick, a year, foundation/coverup, 6 months, and eyeline, 6 months. Any longer and you could get infected, especially with mascara and eyeliner.
