How much insulation should be used with in floor heat using Ipex tube and a recirculating boiler and pump?

Is it going in slab floor or under pier and beam. The best answer would be the more the better. but there is a point that more doesn't give effective returns it also depends upon what part of the country(climate) your in as to what is average effective amount of insulation . R 17 or R 19 should be a good start.
