It's a matter of preference mostly but it should be an informed decision:
1. Pick a place that practices "Universal Health Safety Precautions" meaning that they sterilize their equipment after every use and possess healthy personal hygiene habits.
2. Pick an artist that specializes in the type of artwork you wish to get. Tribal, portraits, Asian/Polynesian, linework, text, etc. all are great choices but choose an artist that has done the type of work you desire before.
3. Because there are so many tattoo artists around the world, it is more important for you to research this locally . . . unless you have an unlimited budget and just want the best in the world, then that's a matter of debate.
4. A tattoo is a lifelong commitment, buy it for life, don't be cheap, if you have to save for a long time . . . do it, you're gonna have the tattoo forever.

The best place to get a tattoo would be Tahiti in the winter and Monte Carlo in the summer.

Seriously, the best place is a clean studio that has a good reputation. Shop around to find the one you like best. It's better to pay a bit more if the place is cleaner. Ask about hygiene in the studio.

Make sure whatever tattoo parlor you choose has a autoclave for disinfection. There is alot of risk in getting tattoos.

The inside of your mouth, perhaps. That would be original. You could get one of those "tramp stamps" I'm seeing everywhere. You could get a nice neck tattoo.
Tattoos make girls look sleazy, if you want my opinion. Unfortunately, it's a permanent sleazy mark.

Make sure the place is clean. Ask about years of experience they have. Make sure they sterilize EVERYTHING! And make sure you are not getting your ink from the same bottle that they used on previous people! Have fun...good luck!
