You must be considered an adult in your area if you choose to do it alone (some places, it's 16, almost all others 18, a few 21). I am unsure about with parental consent, however I'd expect it to range from 12-15 (again, depending on state).
Do a Yahoo search for local piercing laws, if any, or call your local piercing studio. There's no age limit for asking questions. ^_~

in the majority of peircing salons (at the least the good, clean ones), you cant get any peircing unless youre 18 or older...if youre not 18, you need to have someone who is 18 with you that can sign for you as a guardian.
crappy places might do it at any age but i wouldnt trust those places...eyebrows can get easily infected.

That is a fad!! Don't follow it. Plus that is your face we are talking about. When it goes out of style (like all fads do) you are going to be left with a hole in your face. That hole will look ugly the older you get. !8 would be the legal age I assume. But think twice on this one, not a good idea at all.

Not sure.. If you`re under 18 you need parents permission.. Unless you go to a peircing parlor in the ghetto. I got my toungue peirced and nose and my mom was cool with it

It depends on if your parents go with you or not. With no parental conscent, I think you have to be 18.
