like cutting out people and putting them all on one picture

The GNU Image Manipulation Program (www.gimp.org) is free and works a lot like a scaled-down version of Photoshop. Some people even prefer it to PS. It's a heck of a lot better than MS Paint at any rate, and hey, it's free.

Probably the best choice is Adobe Photoshop. Try that.

perhaps you could download a 30 day trial of any software you prefer if you dont plan future editing.
Just an idea!
