Yes, for now. Rove's strategy of using hot-button social issues blew up in their faces on this issue. The idea was to get people all pumped up on the idea of stopping illegal immigration and capitolize on their base's dislike of it to take attention away from Bush's problem areas (basically everything besides these social issues).
The problem was that their base was too far to the right. They want to see 10 million people deported ASAP. Bush and his freinds know that isn't viable so they've dropped it since their solution was unpopular with their base. So it's coming to a big stop for now because there's no way for the White House to get the political mileage from the issue that they had hoped for.
In many ways this is like a lot of the issues picked up by Social Conservatives, like flag-burning, 'the war on Christmas', "protecting" Under God in the pledge, or interfering with Terri Schiavo, "activist judges" and so on. Lots of noise that comes to nothing. Lots of noise and a few token bills that aren't intended to pass. Just stuff to keep the base stirred up and saying things like "Democrats want to burn the flag, get rid of Christmas, take God out of our country," etc.
The immigration issue is different and more dangerous than these, though, because the Bush White House and Republican Congress might actually have to follow through on it and make a coherent, enforced policy. But again that's too much work with no political reward and the Republicans are weakened enough right now that they don't want to initiate anything that will lose them votes or be another spectacular failure. So yeah, it's coming to a big stop for now. There will be mention of it but nothing big will happen before midterm elections.

Maybe you guys don't understand how things work in this country. The MEDIA controls what is 'important.' The illegal issue didn't really start to get attention until the media started following the stories of the Minute Men. Then the middle east crisis resurrected its ugly head and now the media is too concerned trying to make the US look bad that the immigration issue has taken a back seat.
Have you ever noticed that the only time anything of importance gets addressed by congress is after it has been made an issue by the mainstream media?

republican strategy has been to find things they can blow out of proportion and use to avoid discussions of import on more serious issues in general and especially in elections. until recently its worked very well for them.
but this time their selections gay marriage, abortion, immigration may not get to be the top three after all.
there's budget gas health care education war and the future of the planet out there for open concern and discussion.
last couple elections the red states got led astray by shiny objects..
this time directing the masses to the less important but flashy is not going so smoothly..
and knowing they'd have to fine the ones who profit off the illegals big business is another can of worms...
and even the republicans are not happy with the republican politicians and the democrats are not happy with the democratic politicians and there's serious talk of a third party.
while Hillary could probably start to kick this country back into shape.. too many hicks are still happy to see women still get only 75c on the dollar and not liking a strong smart woman being in charge. unless they think Bill will be back too.
so expect three big stops. not just one. and several replacements, and maybe a whole new ballgame.

The immigration issues came to a halting stop everywhere except with the adult care center aka immigration category of yahoo answers...check it out...it's a dog fight everyday...nothing will change in the real world from the looks of things.

If you remember correctly, bush was the one who said he wasn't going to pass a bill outlawing immigration. bush backed down, not Dems.
