You can't spot reduce if you excercise you lose fat all over not just in belly. But doing some calorie reducing CAN help you lose all over including your belly. There are also some great things you can do at work or home that don't feel like exercising but they do help tone you up:

1. Have a ball! Buy an excercise ball and replace your computer chair with this. This simple substitution will strengthen your abs and lower back muscles and improve your overall posture - and without you even trying.

2. Get up! Set your watch or alarm to beep every hour. This will remind you to get up and move throughout the day. Even if it's to the restroom or a coffee break.

3. Step to it! Buy yourself a pedometer this will encourage you to walk everywhere. Aim at 6,000 - 10,000 steps each day.

Go to the gym and do a cardiovascular workout over thirty minutes. Once you are done do some sit ups or crunches. It is the only way unless you go on a very strict diet. You can also be somewhat active by playing sports even though it is exercise it could be fun, so you will not think of it as exercising.

You have to exercise to develop your stomach muscles, and you have to limit your caloric intake to slightly less than your caloric output to lose the fat covering those muscles. There is no other way to do it.
