a lot of public libraries now have free wifi.
there's a website where you can find wifi spots. Just put in the city and state and click on free hotspots.

All you really have to do is purchase a Wireless Sniffer from a retail store, (eg. Wal*Mart, K-Mart, or Shopko, etc.), or even from E-bay. From there all you need do is install any necessary software and use said device. You can drive around, walk around, whatever. The 'sniffer' has a built in signal strength meter, wether it be analog or digital. When you have a good enough signal, park your vehicle or stop walking. Boot up and the WWW or whatever is yours.

You might try a WiFi spotter, such as this one wich is small anough to go on your keychain, availible from ThinkGeek.com: http://www.thinkgeek.com/computing/accessories/6f76/

If you don't want to go that route, you could simply drive around with a laptop searching for wireless networks, though you may want to be sure its a PUBLIC hotspot, and not one you are stealing from a private home.

Wal-Mart sells, for $20.00, a keychain 'wifi' finder, that senses hotspots. Go there and read the package, it rejects microwave ovens, cordless home phones, cellphones...

Or, wardrive with your laptop...
