she only wears a little bit of eyeliner and it does look natural. she sometimes puts on lip gloss but dabs it. then she puts a little bit of eyeshadow on her lids and mascara and foundation on her zits.

Too much make-up. The style now is less, not more. The natural look is in. Just a touch of blush if she needs it, a touch of eye shadow, a touch of this and that. She is young, has natural beauty, and the very young and old don't need much make-up. It's for those in their late 20's, 30s, and early 40's who want to dress up to go out.

To me that seems fine.
It doesn't really matter on how many mascaras, lipgloss, eyeshadows, eyeliners, blush, or whatever she has, (I have A LOT trust me, I tend to buy a lot of make up although I don't use much) it's how much she puts of that on her face, and from what you just describe, it's seems okay to me.

I suppose for a 13 year old, yes....I don't know....but girls love lip gloss (and it's not even lipstick - that would be different)
I suppose to much is in the eye of the beholder

Well in my school a lot of girls cake on their makeup. Really badly, and most of them are 13, a lot of girls have makeup, including me, and trust me I have more than your cousin, but most girls only use makeup lightly or for special occasions, like dances or bar/bat mitzvahs, it's actually quite normal. She probably feels pressure to be like everyone else and where makeup. In time, she'll come to see that she doesn't need makeup to be beautiful. Just give her some time.

I agree with the other answers that have been given. Why would a young girl want to cover her face with all that "stuff". It is bad for her skin and can clog her pores. Sure, she is young now, but for her future years, she is liable to have clogged pores and acne, etc. As the experts on these matters say "less is more".

Yes, but it totally depends too on how it is applied. Good makeup is applied so that it is difficult to tell if the person is even wearing makeup.

Yeah for age 13 it is. 15 would be more like it for all that make up.

it may have been to much make up 20 years ago, but now its not, and you says it looks really natural. unless you see a negative attutide changed caused by the make up
then there isnt a problem!
