Ahh, you see, Somalia has been an anarchy for the last fifteen years. There is a government, but they don't have any power and they don't even control the capital, just a few small towns. A bunch of rival Somali warlords had been the ones in control, each had their own turf and they all took money from the local people, because they could.
The Supreme Islamic Council of Somalia (formerly the Islamic Courts Union) were originally the Courts of Law in Somalia, but after some skirmishes with a warlord group in the capital, Mogadishu, these guys from the Courts (that implement Sharia - Islamic law) have been going up and down the country taking out all the other warlords. They have the support of all the local people, because they're finally getting rid of these corrupt, greedy warlords, but the transitional (and powerless) Somali Government don't like the way the SICS look like they're taking over.
Egypt, Libya, Yemen and Iran are all countries with strong Islamic values, and Yemen, Libya and Egypt are quite close to Somalia. Really they're quite keen on seeing Somalia actually have a proper, working government, and so the theory is that they might have been funding the SICS so that they could "replace" the government and make it work.

There's probably some truth to it. Somalia is a border Islam state (Kenya is Christian) and many Muslims would like to see a fundamentalist government there.
