can i do B.Eng in Electrical or Computer in 2 or 3 years after completing a dimploma in elctrical from TAEF New south Wales ???

It might be enough to get you in, although you may also have to sit the STAT test. That test really isn't that hard - you'd probably get in pretty easily :)
