If you have a deep infection, which it sounds like you do, it will infiltrate your jawbone, and cause MUCH WORSE PROBLEMS than bad breath. Please find a way to get a dentist to fix this for you as soon as you can - several years is way too long

Yes the tooth may have something to do with it. You might want to get that taken care of and get either a bridge or a crown as soon as possible. Because your tooth is bad and you've never taken care of it, it can lead to all kinds of infections, including germs that cause bad breath, gum disease, gingervitis. You may already have an infection that causes bad breath and mere gargling doesn't take it away. You need proffessional treatement. I understand that insurance doesn't cover porcelan crowns or bridges, but you should get help from someone so you can pay for it.

See if there is a dental school in your area and go there to get it handled. They charge, but not nearly as much. They also make you get a blood test there prior to accepting you as a patient. When I went, they said that they were screening for Hepatitis and Diabetes. I got 2 wisdom teeth pulled at my local dental school several years ago. They did a good job, no problems. I did spring for the dental surgen student, at a cost of about $5 extra.
And yes, having a bad tooth could contribute to having bad breath.
