because the concept of "short" is more clearly defined than "fat" or "ugly".
What is fat and what is ugly usually varies based on people's opinions, that's why people are a lot more sensitive to being called fat or ugly. It's easy for people to accept that they are short, but nobody REALLY wants to admit they are fat or ugly, that's usually a sign of low self esteem.

I hate that. Im not affected since Im not short but I hear it all the time. "Aww you're so short". Try saying "Aww you're so fat" or "Aww you're so ugly". For some reason "short" is not considered to be negative though some people are insecure of their height (just like weight and apperance). A friend of mine is about 5'5 and a girl said "hey shorty ....." and he replied "what fatty". And she slapped him. I mean come one.

Being called short may not be intended as an insult, rather just a relative difference. If someone substituted ugly/fat, it would be meant and taken as an intended insult.

I've got the solution, check this shiznick out. Don't say short, say vertically challenged; don't say fat, say horizontally enhanced; and finally don't say ugly, say beauty deficient. Does that not sound a lot better. The longer the words, the less people understand, the less it offends. How bout that!!! :-)

I don't think it is ok to say anything that will hurt someone's feelings. The people that tell you that are probably not perceiving that by telling you that your short they are hurting your feelings. But ugly/fat is definitely going to hurt.

Chill friend. I'm short. All the people that really loved me loved me just fine. The people that had a problem turned out not to matter. Life is good, and it has nothing to do with any of that...
Relax.
Some people are too tall.
Actually everyone is just right...

Because being short is not considered to be a negative trait by our culture as a whole. It's considered to be nonconsequetial.
It used to be considered somewhat negative just as tallness was considered to be preferable. However, my sister who is really closer to 6 feet tall willl adamantly say she's 5'11".
