Absolutely not. The airlines can not charge you for your personal belongings. A laptop is only one of your belongings.
As a note, it will have to go through security, outside of the bag you carry it on, so make sure you have it in a bag that it can be removed from easily.
But as for a fee or tax: no airline in the US is allowed to do that.

No way. Not in America. Not on Continental. If you are in an airport and you want to connect to the internet, there is a one time charge for 24 hours for like 12.00.

I have never heard of that and I have flown with a notebook computer. One recommendation is have it sleeping when you go through inspection so it is easy to turn on when they ask you to do it.
